Party building gathers chains to stimulate industrial vitality (in-depth attention)

Stepping into the production workshop of Jiangxi Tianyi Aviation Equipment Co., Ltd., the sound of machines fills the air. Workers stand in front of screens, skillfully operating tools to cut metal as effortlessly as slicing tofu, showcasing their meticulous craftsmanship.

“The tools are a crucial part of our machining process, but we faced challenges with their wear resistance, which has long troubled our company,” said He Binghui, the Deputy General Manager and Deputy Secretary of the Party Branch at Jiangxi Tianyi. Under the leadership of the Party Committee of the aviation industry chain, the company’s Party branch collaborated with the Party branch of Beijing University of Aeronautics and Astronautics’ Jingdezhen Institute, forming a dedicated team of Party members to tackle technical hurdles using fine-hole processing technology. As a result, the efficiency of the company’s tools has increased by 15 times, significantly reducing production costs.

In recent years, Jiangxi Province has adhered to the principle of “integrating Party building with industrial development,” focusing on key manufacturing industry chains and actively exploring the establishment of a modern industrial system led by Party building efforts. A recent visit by reporters uncovered the tangible changes spurred by these initiatives.

As industry develops, Party building work follows closely, uniting companies along the supply chain. On September 28, the atmosphere was lively in the Party activity room of Jiangxi Copper Group’s Yinshan Mining Co., Ltd., which also serves as a technical innovation center. Yang Chaoyun, the Secretary of the underground mining process chain Party Committee, was discussing progress on technical projects with Party members and technical experts from several partner construction companies.

Yinshan Mining is a key mine under Jiangxi Copper Group. Due to the outsourcing of most underground mining operations, improving communication and coordination with construction partners became crucial for the company’s stable growth. In August 2023, the Yinsan Mining Process Chain Party Committee was established as the first sub-Party committee under the copper industry chain Party Committee, in collaboration with construction partners.

“Previously, we were often working in isolation, but now, with the establishment of the Mining Process Chain Party Committee, we have shifted from individual efforts to a collaborative approach, leading to smoother operations,” Yang remarked.

From copper to automotive, from semiconductor lighting to modern furniture, Jiangxi has strategically selected pilot industry chains to advance integrated Party building. “The modern industrial development shows characteristics of chain-like growth and integration, requiring breaking through spatial divisions among enterprises and connecting various factors,” explained Xing Zhenning, Director of the Organization Department at Jiangxi Provincial Party Committee. “Wherever industry develops, Party building must follow, creating strongholds and fostering collaborations between Party organizations of chain enterprises.”

Years ago, Ruichang People’s Stamping Co., Ltd. found itself at a developmental bottleneck, struggling with a narrow product range and inconsistent profits. In September 2022, Jiangxi Jiangling Motors Co., Ltd. took the lead in establishing Party building along the supply chain and included People’s Stamping in the industry chain Party Committee.

At that time, the Party branch of People’s Stamping had only seven members, with half nearing retirement, indicating a lack of cohesion and effectiveness. Xiao Shiyu, an engineer from Jiangling Motors’ procurement center, was appointed to guide the Party building efforts. Through initiatives like establishing Party member role models and integrating quality control into Party work, she helped strengthen the Party’s influence.

Now, virtually every team within People’s Stamping has set up a Party member demonstration post. “We feel a greater sense of honor and drive now,” said Party member Guan Jinwang. Recently, he led a task force that leveraged mold modifications to reduce production costs by 6%.

With strong backing from the industry chain Party Committee, People’s Stamping has secured seven projects from leading enterprises in the first half of 2024. Meanwhile, five young middle managers in the company have become active candidates for Party membership.

Through collaborative Party building, the region is addressing discussions, sharing resources, and nurturing talent to overcome growth challenges. By leveraging key enterprises within their respective industrial parks, Jiangxi’s industry chain Party building has established 378 Party-people activities hubs. This foundation continues to enhance comprehensive service functions, creating platforms for discussions, resource sharing, and collaborative talent development.

“Here comes our ‘Housekeeper Wang’ again!” Over the weekend, in the high-tech zone where many aviation enterprises in Jingdezhen are concentrated, locals greeted Party worker Wang Yu warmly. As a “Red Chain Housekeeper” within the aviation industry chain Party Committee, she has assisted several aviation support businesses in resolving challenges this July.

“By focusing on the four lists—demand, resources, policies, and projects—we deep-dive into understanding the needs of companies such as talent acquisition where information barriers exist,” Wang shared. She reported these findings to the Party Committee, who promptly took action. The chain then assessed the talent needs across the entire industry and initiated recruitment activities, successfully bringing in 55 highly-skilled professionals who were in urgent demand.

“We aim for practicality and effectiveness in our industry chain Party building efforts, ensuring that every task tightly aligns with industrial development and the real operations of companies,” Xing emphasized.

“Your loan approval has gone through!” Recently, Li Shengfang, Chairman of Jiangxi Hongdingshu Furniture Co., Ltd., received a call from the Nankang District Inclusive Financial Service Center, bringing him great joy as a loan of 9.85 million yuan was on its way. Due to intensified market competition and rising raw material costs, the company faced significant cash flow pressure. Upon learning of their situation, the industry chain Party Committee designated a team to assist Li in securing the necessary loan, solving the financing issue.

“We are committed to guiding Party building efforts that unite all parties involved in these projects, actively collaborating with relevant departments to ensure strong support,” said Xie Changxiang, a member of the modern furniture industry chain Party Committee in Nankang District. Since its establishment in June 2022, the district’s inclusive financial service center has facilitated loans totaling 5.98 billion yuan, with all 19 key financial service institutions headquartered in the area.

Similar to what is happening in Nankang District’s modern furniture industry, the organic silicon industry chain in Yongxiu County is also integrating Party building with service initiatives to create online and offline platforms.

At the Xinghuo Industrial Park in Yongxiu’s Yunshan Economic Development Zone, the construction of a new organic silicon materials project with an annual production capacity of 23,000 tons is underway at Jiujiang Runhe Synthetic Materials Co., Ltd. “We sought project approval in June and received construction permits in July, enabling us to start production by the end of the year—much quicker than anticipated,” said Zhang Jingbing, the Party branch secretary and assistant general manager at the company.

This rapid progress is thanks to the effective “one-stop” service platform developed in Yongxiu County for organic silicon, which clearly outlines various professional requirements and offers one-click processing options for many tasks, greatly enhancing convenience.

“Guided by our organic silicon industry chain Party Committee, we are continuously improving collaboration mechanisms among departments while sharing resources and helping each other grow,” noted Chen Kai, leader of the administrative approval team stationed in the economic park. “We have now reorganized 25 departments and 53 processes to create streamlined service packages for enterprise investment and establishment, reducing approval times by over 75%.”

Pooling resources for strength, the key to driving quality development across the industry chain is establishing a comprehensive Party building framework that fosters cooperation. Jiangxi has formed a technology innovation alliance focusing on “choke-point” critical technologies, mobilizing Party organizations and members to collaborate on research initiatives through competitive projects for enhanced innovation.

“Building on our LED-led sector, we are integrating Party building resources from functional departments and key enterprises to actively engage associated companies,” said Wang Jin, Section Chief for Organization and Human Resources at the Nanchang High-tech Zone. Since the establishment of the electronic information industry chain Party Committee in 2022, they have been actively facilitating resource connections and advancing collaborative technical developments.

Addressing challenges such as the “dispersed” nature of resources and insufficient synergy among chain enterprises, the electronic information industry chain Party Committee is also promoting partnerships with academic research institutions to build research and development facilities, enabling over 20 key enterprises along the chain to establish dedicated R&D centers, shifting from solitary operations to collaborative growth.

In Jiangxi, industry chain Party committees are continuously strategizing and advancing Party building work alongside industrial development, enhancing organizational involvement in production and facilitating enterprise cooperation. This collaborative effort promotes the growth of new business opportunities across various enterprises.

Walking into the high-end silicone product production workshop at Jiangxi Xinghuo Shida Technology Co., Ltd., the production line buzzes with activity as workers are hard at work.

“We faced significant delays in production due to a lack of stable supply channels for essential raw materials like organic silicon slurry and oil residue. Thankfully, the organic silicon industry chain Party Committee’s initiative to set up a waste information database among upstream businesses has facilitated effective communication, allowing us to source our needed materials directly within the park. This alone saves us around 3 million yuan annually,” reported company Chairman You Mongsong.

Since the initiation of Party building pilots in the organic silicon industry chain, precise coordination has been achieved, leading 17 related companies to secure long-term purchasing agreements with Jiangxi Bluestar Xinghuo Organic Silicon Co., Ltd.—fostering collective development and mutual benefit.

“Industry chain Party building has not only helped address practical challenges faced by enterprises but also strengthened relationships among them, fostering consensus in operational development and innovative research. This collaborative spirit effectively promotes chain expansion and improvement, driving overall industry quality growth,” stated a representative from Jiangxi’s Organization Department. “Moving forward, we aim to explore further practices ensuring that the Party flag flies high across the industry chain.”
