Liupanshui, Guizhou- -Three Capitals- Compose New Songs
In recent interviews with local officials and residents, it became clear that Liupanshui, located in Guizhou Province, is redefining its identity through high-quality development, earning itself three notable titles: “Coal Capital of Jiangnan,” “Cool City of China,” and “Ecological Green City.”
At a bustling coal storage and distribution center in Shui District, the sounds of machinery and the sight of workers diligently carrying out tasks exemplify the vigor of this resource-rich region. Yang Ruixing, the project head at the coal distribution center, shared insights on its innovative approach. Unlike other coal distribution hubs, this center focuses on importing northern thermal coal while exporting local coking coal to boost economic value. Upon completion, it will have a static coal storage capacity of 1.2 million tons and an annual throughput exceeding 5 million tons, marking a significant milestone for the region’s coal industry.
As Liupanshui navigates the transformation of a resource-dependent city, its strategy emphasizes “coal-based, strengthening coal, not solely coal,” advancing towards a development model that is high-end, intelligent, and green. This approach rejuvenates traditional industries—coal, electricity, steel, and materials—while fostering new sectors such as advanced materials, renewable energy chemicals, and equipment manufacturing.
Additionally, the region’s first ultra-supercritical coal-fired power project, the Panjiang Xinguang facility, is rapidly approaching operational status. Utilizing advanced technologies and stringent emission standards, this project highlights the city’s commitment to clean and efficient coal power generation. By 2025, Liupanshui is aiming to expand its power generation capacity to 18 million kilowatts.
Meanwhile, in the charming village of Tuo Le, known for being the “World Capital of Ancient Ginkgo Trees,” tourism is thriving. With the tourist season in full swing, locals have capitalized on the influx of visitors. Resident Tang Xiaofeng shared her daily routine of collecting ginkgo nuts under ancient trees, turning her harvest into a profit by selling them along the roadside—a significant increase in revenue from previously selling by weight to now selling by bundles.
Traveler Zhang Lian from Chongqing expressed her appreciation for the area’s charm, having extended her trip to several months due to Liupanshui’s pleasant climate. In 2024, Liupanshui received over 2.43 million overnight visitors during the summer season, a 12.37% increase compared to the previous year, with many tourists opting to reside temporarily rather than just visit.
Liupanshui’s commitment to sustainable tourism is evident as it capitalizes on its reputation as “China’s Cool City.” The city has invested in developing a diverse range of attractions, successfully creating numerous national and provincial tourist areas. This holistic development allows visitors to enjoy distinct seasonal experiences, from spring’s lush greenery to autumn’s bountiful harvests.
On the ecological front, citizens like Liu Qin are witnessing a tangible transformation of their environment. Previously plagued by pollution, the region has revitalized its waterways and green spaces through concerted efforts in reforestation and habitat restoration. Liupanshui has positioned itself as a crucial ecological buffer in the Yangtze and Pearl River basins, effectively restoring the landscape and enhancing community well-being.
The agricultural landscape also depicts a strong commitment to green practices. As the largest producer of wild kiwifruit in China, the region’s agricultural innovation is noteworthy. Farmers are seeing substantial financial benefits, including a significant increase in income from the harvest of the region’s prized products like prickly pears, kiwifruit, and tea.
Looking ahead, Liupanshui is dedicated to enhancing the quality and efficiency of its agricultural sectors while integrating ecological principles into its economic development. Through these concerted efforts, more than half of Liupanshui’s economy is now green, establishing it as a model for success in fostering both economic growth and environmental sustainability.
