On October 22, during a recent interview, a journalist from China News Network in Shanghai explored the growing trend of large artificial intelligence models and the measures being taken to ensure the healthy development of AI companies. As the first national pilot zone for AI innovation and application, the Pudong New District in Shanghai is actively collaborating on various fronts to provide robust support for AI business growth.
In the afternoon of October 22, a special salon on “Development and Safety of Large Models” was held, coinciding with the inauguration of the Shanghai Large Model Compliance Guidance Service Center’s Pudong New District “Moli Community” service station, which took place in the Zhangjiang Science City.
The newly established “Moli Community” service station aims to focus on critical areas such as information security, cybersecurity, and data security, offering preliminary consulting, process coordination, and follow-up services for compliance filing of large models. Additionally, it will serve as a platform for collaboration and communication among industry players.
During the inauguration ceremony, the Pudong New District Cyberspace Administration coordinated efforts with district-level departments, development zones, industry associations, and more to create a comprehensive collaboration framework dubbed “1+1+1+N.” This includes establishing an ecological community for large models (“Moli Community”), a compliance guidance service platform, and an industry exchange body—specifically, the Pudong District branch of the Shanghai Internet Industry Association’s AI Professional Committee—backed by coordinated efforts from multiple departments to enhance application scenarios.
In the urban sub-center of Zhangjiang Science City—a site with a total construction area exceeding 200,000 square meters—the “Moli Community” for the large model industry ecosystem has rapidly developed. Leveraging over 30 years of industrial foundations in Zhangjiang, this initiative is set to create a concentrated environment for the development of specialized model industries, aspiring to establish a new high point in AI innovation.
Officials from the Pudong New District announced that the “Moli Community” service station will reinforce compliance and healthy development for businesses, while also creating an efficient ecological circle that connects upstream and downstream activities within Zhangjiang Science City. This strategy aims to catalyze Pudong’s overarching goal of building a world-leading cluster of vertical large model ecosystems.
Moreover, relevant district-level departments are set to prioritize the needs arising from large model development, focusing on aspects such as policy provisions, application scenario creation, computational resources, data support, incubator developments, and spatial assurances. They are committed to regularly addressing pain points faced by AI companies and enhancing the industry’s ecological framework.
The Pudong District branch of the Shanghai Internet Industry Association’s AI Professional Committee plans to gather high-quality enterprises from both ends of the industry chain, fostering a collaborative platform among government, academia, and industry. The six founding organizations of this committee have expressed their commitment to enhancing collaboration in industry research, growth initiatives, talent aggregation, brand activities, and resource sharing, all while maintaining prudent self-regulation.
As the first national pilot area for AI innovation applications, Pudong is set to surpass 600 key AI enterprises by the end of 2023, establishing a comprehensive industrial chain encompassing foundational, technical, and application layers in artificial intelligence. Currently, over 30 AI companies in Pudong have introduced large model products, with 13 firms having completed the necessary compliance filings or registrations.
