On October 23, during a press conference in Harbin focused on promoting high-quality development, reporters learned about the city’s initiative to ensure that tourists can enjoy a “worry-free” experience while visiting. Harbin has launched six comprehensive actions under the theme of “Credit + Tourism,” with 538 travel agencies signing a commitment to uphold integrity.
The delegation from the Harbin Bureau of Business Environment, led by Vice Director Yang Dongming, highlighted the city’s efforts to enhance its business environment, especially since the ice and snow tourism season has brought significant attention to Harbin. This year, the Bureau has been actively working to amplify the positive effects of booming ice and snow tourism by reinforcing the social credit system and leveraging the substantial power of “valuable credit.” They have initiated three key activities focused on meeting tourists’ needs in terms of food, accommodation, transportation, entertainment, and shopping.
Yang explained that Harbin is seizing opportunities by promoting “Integrity Stars” during the ice and snow tourism season. In January, various departments, including the Publicity Department and the Bureau of Business Environment, collaborated to launch an initiative called “Beautiful Longjiang Ice and Snow, Offering Sincere Hospitality.” This campaign recognized 89 organizations and 96 individuals as “Integrity Stars.”
In addition, the city is implementing six actions to integrate credit into tourism. In August, under the leadership of the Bureau of Business Environment and the Bureau of Culture and Tourism, and in collaboration with several government departments, Harbin initiated a series of activities involving credit assessment, graded classification supervision, joint rewards and penalties, “Code for Integrity” implementation, “Easy Travel with Trust,” and promotional activities highlighting “Credit + Tourism.” This effort aims to create a robust framework for upholding integrity and legal business practices in the tourism market. To date, the city has conducted comprehensive public credit evaluations for 290,000 establishments, assigned integrity codes to 600,000 businesses, and inspected 9,449 locations for food safety, pricing, and measurement compliance. Moreover, 538 travel agencies have signed integrity commitments, and 12 cultural tourism enterprises have received provincial-level honors for being model units in civil tourism.
Furthermore, Harbin is strengthening its “Integrity Demonstration Street” initiative. In September, the Bureau rolled out the “Integrity Demonstration Street” project in partnership with nine districts and counties. Following the principle of “one street per district or county,” they have focused on areas like Central Street and popular shopping districts. Through measures such as entry audits, proactive commitments, public display of integrity ratings, and flexible enforcement, they aim to establish streets where businesses engage in honest practices and comply with credit regulations. As of now, the 19 designated “Integrity Demonstration Streets” have seen overall environmental upgrades, with 2,926 business integrity files established and a 100% compliance rate for fair weighing scales and “first-time-no-fine” enforcement.
Looking ahead, Harbin plans to continue fostering the “Credit Harbin” brand to promote a culture of honesty and trustworthiness throughout the city, ultimately enhancing experiences and shaping a positive reputation for Harbin’s business environment.
